With Walt Disney being American and having these distributed to an American audience, why are the dialouge cards not in English?

Silent film, as a whole, always had their intertitles translated into a variety of languages so to maximize international profits. This may be somewhat foreign to us now to consider translating a talking film into 50-60 languages, but for a silent film with 3 or 4 intercards, it wasn't that difficult to make the extra profit.
