That is indicating that crossing is working properly. It always flashes 30-40 times/minute. It means "allowed to pass crossing carefully"

If it doesn't flash at all, then crossing is not working. All countries don't have it.

Swedish Level Crossings sometimes have white light to indicate, but not all in swedish crossings.
