@darkdragonx97 you have to have skin selector and cleo and then replace a ped then use skin selector to select the ped you replaced, e.g i downloaded diend and then had to rename diend.dff and diend.txd to tenpen.dff and tenpen.txd, then replaced those files in the gta 3 img and then used skin selector to select tenpen but instead of tenpen it was diend

This should be the way Kamen Riders are in GTA:

In front Rider Zolda (for example my favorite from Ryuki) in a bathroom you find a mirror and do a cheat code then activates the Henshin. Once he becomes a Rider, his weapons are all the cards: Shoot vent etc and that would be awesome
