The english word 'limit' means a 'cap' in this case 'speed'....
What you need stateside, included into the Federal Highways MUTCD is a 'speed DE-Restriction sign'. (//)
(Catalogued in the "UN Convention on Road Traffic, Signs & Signals" as sign number C,17a).
Used, IF a state so chooses such an allowance.
