1. That happens all the time.

2. Recon isn't that big of a deal, if you want it that badly, donate money to Bungie and it might get considered.

3. To be honest, I have Recon Armor. It's not a big deal. It's like the Katana. Sure, I have recon armor, but I don't wear it. Why would I? What bonus is there? I got it before ODST came out, but it's pointless regardless. I usually wear Rogue helmet, hayabusa body and mark VI shoulders because the Katana and Recon sucks.
