That's not true, the wheel rim is only a secondary means of keeping the wheels on the track. The primary method is the wheel is cut at an angle and so the wheels "float" between the properly gauged rails. That's why solid train axels can go around a curve.....the wheel sets ride out on the inside wheel where the diameter is slightly smaller and ride in on the outside wheel where the wheel is slightly larger. The outside of the curve has farther to go than the inside of the curve.
