It is not like they straight rapped over Try a little tenderness. It's called remixing & sampling, NOT ONE rapper rapped over the original song(not even Jay Z). One person takes a beat and raps on it and everyone is like "I need to freestyle to this". So it is not just because jay-z did, it is because of the beat itself, Jay Z really just made the beat popular b/c he promotes himself well.

Also Jay Z raps over other people's song too. Just saying.
