Actually this album was immensely influenced by African music, American punk disco and funk. Probably the best example of diverse musical strands coming together.
PS. There is even a bit of 1960's modern classical music a la Berio. Listen to some of Kathy Berberian singing some of Berio's stuff to hear the roots of Byrne's odd vocalizations such as you hear in the intro of this song. Byrne reflects a current going on since the 60's

@bastardfingers If you have a look round youtube you might come to the conclusion that most of the good stuff nowadays IS coming out of America. And I'm not on about chart stuff either. Our music scene looks a bit pale in comparison. But you're right the innovation seems to have largely gone.
