Russia wants to keep reducing nuclear arsenals because you can't afford to maintain your DYING inventory. Nuclear warheads and missiles "expire" after a certain amount of years and become unreliable. Some missiles won't launch and some warheads won't detonate. Russia has to cut it's arsenal to under 1,000 warheads in the next few years. It needs the US to cut it as well or they're at a significant disadvantage. Dirty little secret Russia Today won't report on.

I don't think that Russia is now the main concern for the US security, so it makes more sense for the US to be on good terms with Russia and get some support in the war with terrorism. And what is there for Russia in this arms reduction? Of course nobody gets rid of the nukes completely, but it helps to have moral ground for putting pressure on Iran and N Korea .
