It seems to be another trick from corporate monopolies and family elitists - pandering to the tea party crowd.
Ignoring the reality of monopolies and oligarchic, that seem to have written it; protecting their interests - Cap and trade, contradictory tax policies [maintain tax break for the wealthiest] tax the poorer at the same rate and call it FAIR !
