The Chilean Kiss joke came from an interviewer asking Rob and Kristen if they were going to do a French kiss in Twilight. Rob said it was more of a "Chilean kiss." He's just messing with people, basically. He's implying that the country of Chile has a trademark kissing style (like France has French kissing), but there's no actual "Chilean kiss."
