I think it is in the center of Los Santos. It's pretty easy to spot if you just look for the tallest building in the city, because that's what it is. The building is pretty close to the Vinewood sign.
You can get on top of it by entering from it from the first floor entrance.
dude to get on one go to the big building with helipad and type bringiton then get jet pack go on chopper and type aezakmi and bam ur free to ride on helicopter
