the way to do it is pause the game click extras and make the skins bit highlighted but dont clikc on it then type in the code and you will have exited the pause menu now and look at ratchet and he is wearing the convict outfit

No, you can be on any level in the game. I don't know what's wrong. Did you check to see if it's under the skins menu? Maybe you missed it.
