There tons contaminated materials moved to other prefectures far away (hundreds of kilometers) from the power plant and incinerated. It is unreasonable for the government to do that. So it is not strange to guess the Japanese government is trying to increase cancer so that TEPCO and politicians fed by TEPCO can escape from their responsibility.

Still, better than selling at-cost is simply *providing information* with which people can act on their own.
