due to the capacity of the mellon arena restricting the attendance to 17,132 it would be impossible to fit more people in the mellon arena than the bell centre with a capacity of over 21,000. now the major flaw in your logic, is you're forgetting about the 5,000+ pens fans that gathered outside of the arena to cheer on the penguins during games. so unless there were 2,000 or so fans standing outside of the bell centre also, then montreal had consistently fewer fans in attendance than the pens.
