The air is generated when the subway trains pass. The artist installs the sculptures over the subway air vents, or grilles on the sidewalk.

I've noticed something.

more air = better life like movement.

less air = not so much.

maybe you could incorporate "pinch point" at certain location of your sculpture to give it an illusion of moving limbs? That would be awesome. But requires some study into air dynamics.
