It helps towards the game server and TS server. The donation is required to stop people from just joining the academy, receiving officer tags and then, not being active. If people pay, they will show interest in the mod and PD, unless they have no idea what they are doing with their money.
if i want to play as a civi do i have to pay a fee to play, or do i just download the application and install it and then play or do i have to pay to download it? and pay to play as civi (or Cop). thanks in advance :D

It would be cool if it was like this and not that you joined only to see that, yet again, there are no admins and some kids spawning in bombs are driving around in a armored car as a police just killing everyone for no reason...
