the backwards "b" i dont know, but the others are a combination of ALT + numbers on the keypad: ¿ = ALT168 (upside down ?) ¡ = ALT173 (upside down !) í = ALT161 ï = ALT139 á = ALT160 é = ALT130 ú = ALT163 ñ = ALT164 ... these are the most common used...

I've taken 4 years of spanish and think that this video is very educational for people going to travel to a spanish speaking country, but not for actually grammar lessons. Anyone traveling should watch this
The thing is to "perdone" is also used as an "excuse me" and another way to use "perdone" is to say "I'm sorry" but in a formal way, ie "usted".
