Very interesting, sounds like it's possibly a single phase one! It has that really non-linear windup that is a characteristic of repulsion-induction single phase motors, and it doesn't peak anywhere near what your average three phase 16 port M-10 does.
so its still used as a tornado siren

Sounds kinda like a 2001-SRNB, except that the rotor noise in the background is a different pitch. The wind-down is mellower than a 2001.
