It appears one of their major officers thought it would be a bad idea to hurt them since they are Christians from Beit Sahour. They were praying the Lord's prayer and protesting near their village. Beit Sahour is a Christian village that has lost land to Israel and so has Bethlehem. These people weren't violent. There was no reason to use force. I don't think the officer necessarily wanted to harm these guys. It's a tough job when you are an Israeli "pacifying" a controlled people.
