It is very common to posses knives for self-defense, and thus the street fighter needs to be aware of the risk of facing a knife-wielder, as well as using one themselves. Having movements that are very similar empty-handed as well as wielding a knife, makes for a much simpler learning process - and in combat simplicity is key for fast reaction, which in turn is key for survival.
@monkeynuts16 FMA is based on principles and not technique. If you master the principles on how to use the weapons (bolo, knife, sticks, etc.) you can easily translate it to empty hands. It's better to learn wielding a weapon before going to empty hands. Just my two cents. :-)
