Well first you have to have Sims Pets

I looked up that you can type in

boolprop testingcheatsenabled true and 'shift' click on your mailbox. Somewhere in there it should say call leader of pack or something like that. A wolf with yellow eyes should come down the street. It looks like a dog. Then go to relationships and talk to the wolf for a long time until your friends. Then it should say "Be nipped" when your friends and you will be a werewolf. Hope it helps I could be wrong.
