Sylvanas kills enemies of the Forsaken to protect her people, those innocents as you call them are potential threats to the Forsaken. The Humans are given a second chance to live of-course.

Sylvanas invaded Gilneas because she saw them as a threat since they were a strong nation very close to Lordaeron with a strong hate towards Undead and Orcs so it was very likely they would ally with the Alliance and give them a foothold to invade Lordaeron and take it from it's rightful citizens.

Sylvanas also invaded on the orders of Garrosh.

King Greymane just wanted to get rid of the curse and stop gilneas from becoming infected. Garrosh though is a warmongering buffoon and thrall was a fool for putting him in charge
