I don't think it's Ithaca. Looks like the mountains are too high and the lake not wide enough. There are some buildings there similar to Cornell, but I have a feeling it may be in Europe somewhere. Hope you find out where.
These clothing styles are the late 1930's (feathered pointy hats), def. not the 1920's

yes that is definitely west point. those are the barracks and in the first scene battle monument is shown.
