Vegeta could have blasted Cell in his moment of weakness and Goku could have thrown in the air and destroyed what was left of Cell, but both had to wait and let Cell regenerate.

Fighting somebody on the same level of a Super Saiyan 3 and knowing that your going to die is ballsy and thats why Vegeta is such a good character. It takes away all the emotion and impact of what just happened. Barring that, it's just bad storytelling.
