The writers never fully explained the reason why Shendu was free despite having a portal.

shendu was turned into a statue before being banished. Therefore he was never sent to the other realm, his door was kept open. Then when Jade blasted him to pieces therefore turning him into a ghost allowing him to move freely. So until the last season where Shendu gets his body back and physically banished into the portal realm he was always free.

It doesn't sit well with me too. Season 2 actually conflicts with season 1. Lo Pei was the guy that defeated shendu however in season 2 the immortal that defeated shendu had a sword. Also how would shendu have a portal if he was turned into a statue. So you know what the explanation I had before was the best I could come up with. Other than that season 2 conflicts with season 1 which is confusing.
