Part of the problem in India is, that the courts are hopelessly overstreched and that it would take years for a case to even reach court. This is why many resort to instant justice. (Add to that, that the mafia in the state of Bihar - where this film was shot - has enormous clout. It is easy to imagine the guy being detained, a call being placed - and the thief released in less than an hour.) Just imagine the frustration of the cops who experience that kind of thing day in and day out.
