Not in the sense that they consciously killed someone, but in the sense that some individuals may have been given unfair/accidental criminal trials that led to their death (death penalty). In essence, it's not a leader's responsibility to check whether or not the decision of the jury is right or wrong, but if they did not then it may be said that they negligently killed someone~manslaughter (i think, not sure about that)

I have done a fair bit of research into Tibet. The truth about what happens in Tibet is not good and there is no need to exaggerate about what has happened since 1949. Some people have overstated what has happened but its pretty minor when you look at the overall picture.

Tibet is quite a fascinating country and many Buddhists see troubled times as a chance to learn. I am not a Buddhist but I like the way they respect other living beings and the environment.
