Clinton was certainly, and he is to blame as well, the entire "Intelligence" community is, Bush came into office with this knowledge on hand. He simply used it as opportunity.

By the way, a little security in place is always a better deterrent than none. You guys always come up with, "There haven't been any attacks since" right, added security does that, and had they done that in 95, who really knows. Only thing we can do, and are doing is increese our chances of stopping it, make whoever is trying to kill us think hard before acting. Neither Bush nor Clinton have been perfect in any regard. Clinton did nothing to help, at least Bush since 9/11 is trying. I do have to give him credit for that.

Best to go back to the Clinton foreign policy that had everything from our warships, embasys, clubs, pubs, bars, McDonalds, etc bombed for years all over the world, saw 100,000 people slaughtered in Afirca by extremests, and our own troops asking for tanks being turned down, leading to the 'blackhawk down' incident.

Better yet, Carter which saw the begininng of all our current problems, and solution was crashing our choppers into each other.
