Therefore the title is indeed ambiguous. But since you say you intended the existential interpretation, I would just suggest more careful usage. Cheers.

The other possible conclusion is that all foreign languages sound dumb to Americans because you feel we are all monoglot fools. What was your intended assertion?

Please don't encourage the idea that Americans are ignorant, arrogant people by stating that other languages "sound dumb to Americans". That would be including millions of other people with different opinions from yours.

Well, I am a "dumb American" and I am a language enthusiast. A time is coming when MORE americans will study foreign languages and we won't seem so DUMB to the rest of the world.
i speak a little korean english a little spanish a little german and thats it lol growing up in el paso you gotta be acceptable to foreign languages and foreign culture. in korean she said i love you, hello, i love you, and literally mollah mollah means i dont know i dont know.
