The AT part is the moentum that Ness keeps after landing from the f-air; notice how far he slides (and that it creates perfect spacing for a tipper bat).

It's not an AT. It's what happens when you land.
If you really wanted to space something you can just stutter step backwards then forward smash without going through the fair shenanigans.
