You had too little speed on when you gave the order to dive--that's why it was slow. Crash dive should include 1. Ahead Flank to get water racing over the dive planes; 2. Make depth 100 ft+ for a good down angle; 3. Radical course change once you're sure the boat is completely under (50 ft or so). 1 & 2 are built into the SH3 crash dive hotkey; don't know about SH4 since I've never played it.
