If the pipeline cannot be stopped I think it's essential for each state to tax the pipeline as taxable property, or declare the pipeline route to be a public highway and tax the pipeline that way. The oil being transported cannot be taxed but the private infrastructure used to transport the oil can. the tax dollars can be used to pay for state oversight and code inspection of the line. if the tax bill doesn't get paid the state can impound the oil and sell it. many other remedies
Canada has mountains east and west. North-south is the cheapest route for them to get their oil to refineries so it can be sold on the world market. but not the only route. pipelines do currently go through and over mountains and Arctic wilderness.
A pipeline from Canada to the gulf is a make-work project for the oil conglomerates. it adds an unnecessary stage of production in a monoply as an excuse to justify increased energy costs. It's the same thing that happens when a trucking broker sends 12 trucks on the same route making 12 stops when they could have sent one truck to each of the 12 locations. The broker charges extra for each stop and the per mile rate of each short leg stop to stop is higher than the long distance rate.
The most dangerous thing to their agenda is losing monopoly. It's why you have not heard any conversation about refining the oil up north and trucking the products south. DO THE MATH. a gallon of diesel weighs 8lbs a semi tanker can haul in excess of 5,000 gallons of diesel. The entire trip will cost at the most $2 per mile. transport cost per gallon from Winnipeg Ca to Kansas City Ks (814 mile) is only .32 per gallon and this you pay anyway when they truck it up from the gulf
we don't need a pipeline... if you want jobs we need to refine the oil up north and truck it south. we already have refineries up north. Casper Wyoming has some of the cheapest fuel in the nation. why would you bypass the heartland to refine the oil in the gulf? they don't want people in the upper midwest to have their own energy sources. if we can buy some of our oil from a competitior then we can buy ALL of our oil from a competitor. The oil pipeline it's about protecting a monopoly not jobs
