Well, I am by no means ready to subscribe to the "inside job" theory, but it stands to reason that if the government did in fact orchestrate the attack they could have easily hijacked those commercial airliners (with passengers) to do the job. And just to play devil's advocate, doesn't it also stand to reason that a criminal element from the govt. that was prepared to kill the people in the towers, would also be prepared to kill the passengers.

Now, to your question. No pictures of the claimed terrorists (5 of whom are still alive) have ever been released boarding the planes. There are many possible scenarios, although it seems likely that the planes were controlled remotely as part of any of them.
