For those who were asking, this place is called the Floating Market (part of Siam a.k.a. Thailand). The monsters there are weak; their levels range from 8 (Frogs) to 60 (Pythons). This place is available in all versions of MapleStory except Global, Europe, and Hong Kong. Siam also includes another place that is available exclusively on ThailandMS, which includes stronger monsters, in addition to a level 120 boss.
