this is so much easier in photoshop! just import the video, cut around the frame you want to have static and paste it on top of all the other moving frames. unless your 'scene' isnt static it's super super easy. and i tween the frames to make them all blend for the "looping" at the end

This is usually done in Photoshop with animate not after effects.

why didn't you just mask around the tongue with that smart mask tool? Can't remember the name of it but you can track forward and cut out just the tongue and avoid that moving fur mismatch you have there.

@RDJim Do you mean the Roto-Brush tool? I haven't had much luck with that either. It's okay if you have perfect footage but if the lighting is somewhat challenging it's no good.

@EdEditz Yes, the roto tool which also has smart feathering. I've toyed with it and for the few frames being used here I think the tongue would be easy to mask out along with whatever parts of the mouth is needed to cover.

@RDJim Yes, I think you're right. For the few frames used in this, it might work pretty good. Worth giving a try I think. If you get it right, the roto-brush saves a hell of a lot of time.
