oooh! i see what you mean now lol. well it makes everything on the webpage bigger, pictures and video's etc. but not the start menu. its pretty crappy and useless in windows anyway aha.
What's going on in this discussion is that control-scroll on the Mac effects the screen, on the PC it effects the browser (There are keyboard shortcuts to effect the browser as well, so the Mac has both options.)
Within the browser, it will depend upon the specific browser whether the entire page zooms or just the text. Newer browsers zoom image and text.
You press the apple button, or the "control" button and alt and then 8. Let go press apple button and alt then +/= to zoom in and - to zoom out. I have a mac to and it works..

I turned on the two finger scrolling, then you just hold ctrl and use the two fingers on the toucpad like your scrolling up.. No need for a mouse

but windows only changes the font size, nothing else and the magnification tool takes up half the screen which sorta sucks..

but when I do it, it never makes the start menu or pictures bigger, only the text

I do not have a scrool weal on my mac- I have the OSX mouse! I still do not know how to zoom! Help!
