Why is a there a Metro local and Metro Express and Rapid?

That's the branding Metrobus has choosen to separate their services. Local is regular service, express are rush hour service and rapid is limited service on heavily traveled lines

nice Foothill Transit Rose Bowl Orion shot. Which station did you shoot that from?

I photographed the Orion at the east end of the gold line. It was the first game of the season and one of five buses I saw assigned to that route
