I believe that Harry did write the note (after they found the heavily made up girl) to lure out the clown killer. He did not want to face retirement until he got the jerk dealt with.

@florapikachu I don't think he meant to lure anyone, he was simply desperate to keep the case open. He manufactured the letter to justify his belief that the Clown Killer was back...but from his expression, I don't think even he expected the real Clown to call him on it. "The Boy Who Cried Wolf".
