How do you decide which colors to put together? I have a hard time figuring out what will go w/ what.

i get inspiration from all kinds of things. Flipping through magazines or other tutorials helps. And if you really get stuck, you can write a bunch of colors on little pieces of paper, put them in a hat, and then pull out 3 random colors. Its a good way to practice making any colors work.

Are the matte shadows from CS pigmented and easy to apply?

I've never purchased anything from that company. I wouldn't mind getting their matte palette but I want to know if it's worth the money.

its definitely worth the money. Most of them are really pigmented and easy to apply. I only had a problem with a couple of them.
