download this save game
this is the next checkpoint of this place :

unpack it to C:\users\(name of your PC)\Appdata\local\storage\(some random characters)\11 - in Windows 7and vista, And in Windows XP the save game location is in C:\Program Files\Ubisoft\Ubisoft (folder)\storage\(some random characters)\11

Well, I've downloaded save game almost at the same chapter, it took me about 7-10 mins to get to that balcony again

Hi there! I have the same problem
but to solve this at my way, I restart all the game from the begining, I know it's to angry and boring, but it work form me.
To do it a little bit easy try to find a Trainer +5 on google (with the +5) and u can go more faster whit some cheats
