they are not using energy. it's just the shadow created by putting the small text on top of the board, then when the sun appears, you see the shadow of the word. its moving because the sunlight direction changes

they put letters that are small on top and then as the sun goes by they make a shadow it really is so cool except they dont actually use solar power

it's not really solar energy but it is cool. the shapes on the top of the billboard (hardly visible from this view) let the sun light through only where plausible, forming "sunchips"
