I agree Windows 2000/ME and XP.

I knew somebody who had their Windows 2000 laptop until about a year ago when it got tipped over in a car ride and the screen totally got messed up to the point of it wasn't worth fixing, but if that wouldn't have happened, my friend would still be using it.

That thing was fast.

If you enable Hidden Files and browse to C:\Windows\Web you will find a bunch of files that you can edit that are just HTML.
