Your camera loses focus, because there is nothing much to lock in on in the distance. When fast objects move by, it will not focus onto them until a few seconds pass by. The water wasn't providing a reference, so it blurs. My Sony Handycam does this, too. My first elevator video was done with it, and lost focus quite often.

It doesn't take that long for my Canon PowerShot A540 to suck down two AA batteries after trying to film as many elevators until it is out of memory.
