yes, Cloud is the strongest. however, he isn't that strong at this point. at this point, Sephiroth is the strongest. Zack becomes the strongest a few years later. and even later than that after Zack dies, Cloud trains and becomes the strongest. in this pic, Cloud is only about 15 and doesn't even know how to properly wield a sword
