I hear the similarity too, but I doubt that Wayne Shorter was familiar with them back then, or in 1987 - which is when I first heard him use that melodic line over the 'turnaround' to "Footprints"...
sorry if i'm wrong, but cycle of dominant is when you treat your V dominant as your II, so that the V resolves to the V dom of your new I chord, the I chord that is a whole step below your original V chord. this follows the cycle of fifths, except you only pay attention to the root of the chord, not its color tones. so if you had a Gdom7, you would follow it with a Cdom7, which you could follow with a Fdom7, and so on until you get back to wherever, like the main theme in this case. (i think)
and at 7:10 they restate the intro

cycle of dominat means that here is a turnaround that make a "bridge" to the main theme,instead of a symple V dominat chord,
