I believe this was filmed before he decided to run for prez, maybe about 1998-99. Not 100% but that is what my understanding of it was when I saw it for the first time (in 2001). Not that it matters. Proves the case that he would be more fun to have a beer with than Gore (too bad people voted with that as primary issue)
