More blades of the same length will start it at lower wind speeds but the RPM will be lowered at all wind speeds (less voltage). Smaller blades would turn faster. If you find a sweet spot then adding a simple voltage doubler circuit will get you over your 12V goal with 2 turbines to at least trickle charge a battery bank. I vote you add a siren to your truck testing, strictly for safety reasons. :-)
do be offended but i must question the way your test your windmills. you test them on your truck right? you said of instant the blades started spinning in 8.5 miles an hour but i belive that there was actually more. did you get that speed by how fast your truck was going if so you must realize the you truck might be going that speed but because of aerodynamics the wind over the truck might be closer to 9-10 miles an hour. just saying.hope you understand my example.

spin the motor with a drill you might get 10 or 11 volts . car fan motors are not good for charging 12 vwind systems i have tryed.

I am also thinking that you will need a large tail to keep it aimed right other wise the 2 motors will constantly be fighting each other.
