The neighbors in this materialistic culture are normally not much concerned about anything but themselves and he clearly took advantage out of that situations. The neigbour plus Police are completely responsible for this crime!
@dream2last The truth is police were too busy watching many low risk/non violent offenders and that awarded Garrido free time. The registry is over-packed now thanks to opportunists, some are even listed on it for urinating in public! The solution is to remove all the petty offenders so police can better focus on real predators. Not only will this be more effective, but will save taxpayers money as these laws are very expensive to implement.
I look on the sex offender registry here all the time. I see people that I know, if I do see someone that I know, & I've seen them with kids that arent related to them, I question that.
