When they did, they were given a lawful order to disburse again. Don't want to get tear gassed? Don't become a mob that willfully disobeys a lawful order. Go down to the courthouse and obtain a lawful permit to protest. Then conduct your protest in the lawfully designated area you are given. THAT is "peaceably assembling".
